Analisis Kebijakan Sistem Pemerintahan Berbasis Elektronik (SPBE) di Indonesia: Tinjauan Literatur
Abstract
The Electronic-Based Government System (SPBE) is a national policy aimed at realizing clean, effective, transparent, and accountable governance through the utilization of information and communication technology. This study aims to analyze the implementation of the SPBE policy in Indonesia by examining aspects of management, coordination, as well as supporting and inhibiting factors. The method used is a qualitative descriptive approach based on a literature study from various policy sources and official government documents. The analysis results indicate that the implementation of SPBE has promoted bureaucratic efficiency and improved public services, yet it still faces challenges such as digital infrastructure gaps, a lack of competent human resources, and weak inter-agency integration. This study emphasizes the importance of government commitment and cross-agency synergy in optimizing the implementation of SPBE across all regions.
